Shazam draws a blank, Googling the incredibly generic lyrics yields no positive matches either. I’ve done a fair bit of guesswork on possible titles in the likely year of release, nowt!
If I had to guess i’d say 82-84, Canada or UK. It’s either something incredibly obvious or obscure! Or maybe, something in between.

Swear I’ve heard this before, but no idea what it is unfortunately. Did spend some time this evening trying to find it but alas, no result. I think it’s a US/Canadian release personally, almost certainly mid-80s as well. Probably worth reaching out to the DJ on SoundCloud!
Yeah, just the dude has a slightly odd American accent which makes me wonder if he’s a Brit - also just the feel is very Soft Cell / Visage / early Eurythmics to me. I would possibly lean on this being a Canadian record though.
It surely can’t have been recorded after 84 ish, the dry sounding snare and the synth bass being that weedy… but truly who knows. I did the same as you, searching discogs for anything ‘electronic’ 80-85 for some of the phrases in the lyrics, I really felt like i’d eventually just spot it!
